OSINT Training Log: Collaborating Across Borders Against OSEAC
Iloilo City, Philippines – July-August 2025
From July 30 to August 1, law enforcement officers in Iloilo participated in a multi-day Anti-OSAEC and photo voyeurism programme. Built on collaboration across departments, disciplines, and borders, this specialist training brought together a team of experts to strengthen officers’ fight against online child abuse.
The group included forty officers from the Philippine National Police, including the Women and Children Protection Desk (WCPD) and Regional Anti-Cybercrime Unit 6 (RACU 6), alongside international partners and subject matter experts in digital investigations and child protection.
Together, we’re taking the fight across borders - and keeping kids safe from online harm.
Mission Objective: Collaboration Against Child Exploitation
Online sexual abuse and exploitation of childern (OSAEC) is a global evil, with the Phillippines as its nexus. Since 2016, the Philippines has emerged as the center of child sex
abuse materials production in the world. However, almost all criminal consumers of abuse content - images, videos, even livestreams - reside overseas, with 34% in the US alone. Only coordinated, inter-agency, cross-border collaboration can catch these predators, and protect vulnerable children.
Training Highlights
The training combined technical instruction with practical, case-based learning delivered by international experts and practitioners. It covered:
- OSINT: Open-source intelligence for child protection investigations
- Workflows: Structured protocols for digital evidence handling in high-risk cases
- OpSec: Operational security principles for frontline investigators
- Collaboration: Multi-jurisdictional coordination on cross-border cases
- Tooling: Using OSINT tools in real-world investigative contexts
Speakers included representatives from law enforcement agencies, prosecution offices, and child protection specialists; giving the PNP officers practical perspectives on an entire OSEAC investigation from end-to-end. The officers left with a clear understanding of where each OSINT skill fits, at which stage, and why.

This programme was designed to reinforce cross-agency collaboration between law enforcement, prosecution services, and OSINT experts. Key emphasis was placed on strengthening interoperability between agencies like as the Australian Federal Police, the Royal Canadian Mounted Police, and Filipino justice stakeholders
By building these links between nations and departments - where material is produced and consumed, or where predators are found and punished - officers can protect the most vulnerable victims.
