OSINT Training Log: Supporting Romanian Police Against Child Exploitation

Every day, child protection and human trafficking units face the toughest cases. Their work is relentless: handling distressing evidence, identifying vulnerable victims, and disrupting cross-border criminal networks. 

To support these brave officers, OSINT Industries teamed up with Our Rescue to deliver a specialist training OSINT programme. Here, Romanian Police investigators learned intelligence skills that could save the lives of exploited children.

Mission Objective: Protecting Vulnerable Victims

In 2025, over half of all Romania’s human trafficking cases involved children. Of these cases, over 40% involved the most vulnerable children; those from foster or disability homes, Romani and street kids. Many will be trafficked abroad, far from the only home they’ve ever known. 

Yet despite so many kids in need, Romanian authorities struggle to stop this suffering. The US Embassy highlights that ‘Romania does not fully meet the minimum standards for the elimination of trafficking, but is making significant efforts’. One of these efforts is victim and offender identification: enter OSINT.

The training covered: 

  • OSINT Fundamentals: Techniques for locating, collecting, and verifying data
  • Investigative Workflows: How to turn publicly available data into actionable intelligence
  • Evidence Management: Structured approaches for processing highly sensitive data
  • Digital Profiling: Identifying victims and offenders with advanced OSINT methodologies
  • Child Protection Protocols: Specialised intelligence-gathering methods that support victim identification and safeguarding

Throughout the programme, the Romanian officers examined real-world evidence, with hands-on exercises and global use cases. The training focused on practical applications, so the participants could instantly incorporate their new skills into ongoing investigations.
